WCF Rule Changes and Portable Curling Facility Programme

Here is a summary of the rule changes that were voted on at the World Curling Federation Annual General Assembly in Reno, USA on September 7, 2014.

Also attached is the information on the Portable Curling Facility (PCF) programme.

All Member Associations should make note of the deadlines in the PCF document if interested in applying for this.

WCF Rules Changes

World Mixed Curling Championship 2015-16 season Approved - Replacing the existing European Mixed. If an acceptable bid is received, the 1st World Mixed will be held somewhere in Europe.

Thinking Time 2014 ECC Approved - Final adjustments being made to CurlTime software, ready for the ECC – Champery.
21-29 Nov 2014
1v4 and 2v3 semi-final system rather than Page Play-off X Did not reach the required Majority
Maximum of one round of tie-breaks Immediately Approved - Will be used in all events which have the provision for tie-breaker sessions.
Replace WJCC with a U18 and U23 X Withdrawn by the Commissions prior to a vote. Will be re-addressed and may be brought back for voting at a future AGA.
Replace EJCC, PAJCC and American Challenge with a World Junior Qualification Event 2015-16 season Approved - Suggested that this be called the World Junior Curling Championships - B Group, as some MAs might be able to get special funding if it is called by that title. If any MA has an issue with this, let the Secretariat know by 1 Nov 2014.

Change the height of the wheelchair seat during play X Did not reach the required Majority
Add regular Mixed curling rules to the WCF rule book Immediately Approved - WCF rule book to be updated and printed by the end of October 2014.
Establish light colours for team uniforms X Withdrawn by the Commissions prior to a vote. Will be re-addressed and may be brought back for voting at a future AGA.
Last Stone Draw & Draw Shot Challenge procedures 2014-15 season Approved - Two stones per team, each player delivering a minimum number of stones. All details clarified before the 2015 EJCC held Jan 2015.

New system for measuring the LSD 2015-16 season Approved - Exact procedure to be tested and refined during the 2014-15 season
Tidy up the rule book Immediately Approved - WCF rule book to be updated and printed by the end of October 2014.
Prevent the use of electronic devices on the Field of Play Immediately Approved - Stopwatches are allowed provided they are limited to providing ‘time’ data only.
Insert penalty clauses into the rule book Immediately Approved - WCF rule book to be updated and printed by the end of October 2014.
Clarify team ranking Immediately Approved - (i.e. - teams with the same number of wins are listed alphabetically during the round robin). WCF rule book to be updated and printed by the end of October 2014.
Approve Wheelchair Classification Rules Immediately Approved - The new classification rules have already been distributed to the MAs.
